Department of Business, Economic Development and Tourism News Release

With Lanai’s wind farm taking a tentative step forward, the Department of Energy (DOE) and the Department of Business, Economic Development and Tourism (DBEDT) are seeking public comment at meetings on Maui, Molokai, Lanai, and Oahu regarding the Hawaii Interisland Renewable Energy Program (HIREP), and the Wind Programmatic Environmental Impact Statement (EIS).  

A meeting will be held on Molokai on Feb. 3 at the Mitchell Pauole Center at 5:30 p.m.

The EIS reviews possible environmental impacts that may arise from wind energy program development under the HIREP and the range of reasonable options.

One of the greatest issues that will face the next Maui County Council is the proposed change to how members are elected. A group of Maui residents are pushing to replace the current at-large system with nine single-member districts, which would redraw district lines according to population and eliminate seats that represent Molokai and Lanai exclusively.

Currently, council members are elected at-large by voters countywide to represent one of nine districts, meaning members can lose their districts but be elected by winning the countywide vote.

Bill Sparks Controversy for Small Farms

Local farms are up in arms over proposed federal legislation, claiming it would impose strict food safety regulations that could further strain their ability to make ends meet.

Known as the Food Safety Modernization Act (S. 510), the bill has passed in the House and is currently being considered by the Senate. It seeks to increase the administrative power of the Food and Drug Administration (FDA) in order to ensure safer food production.

Some local farming operations are concerned that S. 510 would bring about extra paperwork, increased costs and less-than-manageable regulations.

Planner Slot Vacant After Torgerson Leaves

Molokai is again without a staff planner with the county’s Planning Department.

Mikal Torgerson, who became the Molokai Staff Planner at the beginning of this year, was let go late last month. Projects under his review have been passed on to other planning staff.

Torgerson did not return calls for comment.

Planning Supervisor Jeffery Dack could not comment on Torgerson’s leaving. He said the department will replace Torgerson in the coming months.

But Molokai Planning Commission (MoPC) Chairman Steve Chaikin said he is skeptical the county will fill the position that quickly.

“With the way that the economy is and the way the budgets are, I don’t know what they’ll do,” he said.

The county did not notify MoPC that Torgerson was leaving.

Molokai Councils Prep for State Puwalu

After years of planning, Molokai’s `Aha Moku councils are finally getting a say in natural resource management.

Last Saturday, representatives from Molokai’s various moku, or districts, met in preparation for a statewide puwalu, or meeting, of leaders next month on Oahu. Their discussion focused on how to best protect natural resources, incorporating traditional practices with current management.

This is the first time Molokai’s moku representatives have officially come together to share ideas on natural resources management, according to Mac Poepoe, who is helping lead the organizing effort here.

“This idea is something that all the people can agree with,” said Poepoe. He estimated that a third of Saturday’s 60-some participants were new to the process.

Mateo Re-election Challenge Dismissed

A Second Circuit Court judge threw out the challenge to Maui County Council Chairman Danny Mateo’s candidacy last week, saying he didn’t have authority to rule on the case.

At a hearing Sept. 16, Judge Joel August said the case was in the jurisdiction of the Hawaii Supreme Court. Attorney Lance Collins said in an interview he plans to file a new challenge with the Supreme Court this week.

His client, Nellie Laird-Woods of Lahaina, had filed the petition seeking to disqualify Mateo, who represents Molokai on the county council, from November’s ballot, arguing another full term and he would exceed the five-term limit.
