Most Businesses and Services Can Reopen

Most businesses and services on Molokai and around the county are now allowed to reopen. Mayor Michael Victorino announced last week that as of June 1, dine-in restaurants, fitness and recreational facilities, massage therapists and other personal services can accept customers. Officials say social distancing, wearing of masks and sanitation practices must continue, along with health and safety modifications in some cases.

“We are reopening Maui County cautiously and safely,” Victorino said. “While new COVID-19 cases continue to remain low, everyone needs to do their part to follow social distancing and sanitization practices, so we can maintain the good position we’re in today.”…

Malama Meals Shut Down, Interisland Travel Considered

Hundreds of families on Molokai benefitted from Malama Meals, a program that delivered more than 1000 precooked home-style dinners to Molokai residents three times a week, free of charge. The Oahu-based program was shut down last week by the state Dept. of Health (DOH) for violations, however.

“The operation had multiple food safety issues as it prepared and packaged hot meals on Oahu and shipped them to the neighbor islands without proper temperature controls,” said Peter Oshiro, chief of the DOH Food Safety Branch. “Without proper controls, the risk of an outbreak of food illness is high and could have a devastating impact especially on those who are elderly and have underlying conditions.”…

Second Phase of Reopening Parks

Additional County parks and beach parks reopened on Saturday, May 16, Mayor Michael Victorino announced. The reopening of parks facilities includes select tennis and pickleball courts. Players of both tennis and pickleball may invest in essentials and equipment such as rackets, paddles, tennis and pickleball scoreboards, etc., to improve their plays. County parks and beach parks will be open from 7 a.m. to 7 p.m.

“Many of these parks are neighborhood parks, which give our families more options for exercise near home,” Mayor Victorino said. “Although we encourage everyone to stay active and use these facilities, we want to stress the importance of social distancing and good hygiene.…

More Molokai Farmers Awarded Grants

The Hawaii Department of Agriculture (HDOA) will be issuing a second round of grants totaling an additional $200,000 under the COVID-19 Emergency Farmer Relief Program to assist farmers, ranchers and growers who have experienced financial damage. In this second round, 96 grants were issued ranging between $2,000 and $4,000 each and will provide stop-gap financial relief to help agribusinesses during the COVID-19 crisis, including seven grants on Molokai. The funds may be used to help utilize an oversupply of agricultural products resulting from decreased demand due to closures of restaurants, schools and other businesses.

Last month, HDOA issued 106 grants totaling $270,000, of which $250,000 came from the State’s barrel tax fund (Agriculture Development and Food Security Special Fund) and made available through Gov.…

First phase of DMV Reopening

The first phase of reopening of its Division of Motor Vehicle and Licensing offices for limited walk-in services beginning Monday, May 18. All DMVL locations will be open for limited services from 8 a.m. to 4 p.m.

“This is a step forward in offering in-person customer services to residents,” Mayor Michael Victorino said. “However, operations will be modified to ensure the safety of both customers and employees.”

Social distancing rules must be followed, including wearing face coverings.

From Monday, May 18, to Friday, May 22, DMVL will be open for the following renewals:

• Driver license and permit renewals – ONLY if it expired prior to March 16, 2020.…

County Budget First Reading Now May 26

Maui County Council News Release

To allow for the inclusion of additional funding from the state and federal government, first reading of Maui County’s fiscal year 2021 budget has been moved to May 26, Council Chair Alice L. Lee announced.

The budget was initially set to be heard on May 22, Lee said. The delay will allow the council to consider appropriating more than $66 million from Coronavirus Relief Fund, approved by Congress in the CARES Act, and additional money in transient accommodations tax revenue, she said.

“With the help of our partners at the state Legislature, we will be able to receive and appropriate tens of millions of dollars in additional revenue,” Lee said.…

Employees at Molokai General Hospital stood outside and cheered last Thursday as a military KC-135 aircraft flew overhead in a salute to healthcare workers, first responders and other essential personnel.

The event was an effort from the Hawaii National Guard and the 15th Wing Active Duty Airmen from Joint Base Pearl Harbor-Hickam to fly over the state’s main hospitals and major metropolitan areas to honor COVID-19 frontline workers. They completed the flyover as part of routine training exercises, at no additional cost to taxpayers.

The statewide flyover included C-17, KC-135 and F-22 aircraft. The KC-135 that flew over Molokai was operated by Hawaii’s Air National Guard Air Refueling Squadron.…

Funding for Residents’ Essential Needs

Mayor Michael Victorino announced today that Maui Economic Opportunity Inc. is still accepting applications for the Hawaii Emergency Laulima Partnership (H.E.L.P.) program.

MEO has processed 1,677 applications for financial assistance through the program, for a total of $707,000 in assistance. The County of Maui allocated $2 million in general funds to the program.

“This program is providing vital financial support by helping with essentials such as rent and food during the COVID-19 emergency,” Mayor Victorino said. “This support for our families is important until they can safely return to work.”

Retail Businesses Green-Lighted to Open

With Hawaii’s COVID-19 curve officially flattened, Gov. David Ige announced last week the first phase of an incremental reopening of the state, with retail businesses permitted to open on Molokai Monday, May 11.

“Today was another victory in the battle with COVID-19. Only four positive cases were reported,” said Ige last Tuesday. “This makes more than two weeks of single-digit daily new cases. We have some of the lowest numbers of cases in the country. And we have flattened the curve.”

The governor replaced the Stay at Home order with a “Safer-at-Home” message. Last Thursday, Ige allowed retail and other businesses classified as low risk from a health perspective to open.…

On April 30, Council’s Economic Development and Budget committee rose to the challenge of what will likely be remembered as the most strenuous Budget Session: “The Coronavirus Deliberations,” and recommended passage of the fiscal year 2020-2021 budget.

The Council worked collaboratively with the Administration, remaining flexible and responsive to residents’ needs, and acted upon community requests to invest in a “new normal” after emerging from the statewide shutdown. The Council’s proposed $816.5 million budget reduced the Mayor’s $869.8 million proposed budget by approximately $53 million, which includes aid for Molokai residents and businesses to help recover from impacts of COVID-19.…
